It is actually a game that has been placed under the Finance category. Don’t exactly understand the logic, but this is what it does:

It’s a game based on your lunchtime antiquates of paying the bill. Who is gonna pay the bill? Well, let the app decide that by simulating a game where people from a medium or large group of people put their cards. Someone hold this pile under the table and then someone else pulls one from them. This card is kept hidden, while the identity of the other cards are gradually revealed. The one who “wins” pays the bucks.

Having it on your iPhone only makes it a bit more comfortable. As the developer points out rightly, this prevents the “awkward reach” below the table.

It’s sort of a trial version and should have been free. Paying $0.99 for just deciding who is gonna pass the bucks does not sound really smart!
