iPhone Dev Team (the master jailbreakers and unlockers) opted for the latter when Geohot released the jailbreak tool for iPhone 3GS. The Dev Team has released their own jailbreak and unlock tools for the iPhone 3GS. 

redsn0w jailbreak and ultrasn0w unlock tools for iPhone 3GS owners are now live. The release note conveys a sweet apology that reads; “We realize we upset some folks (e.g. existing 3GS owners) with our earlier announcement that we wanted to hold onto the 3GS iBoot-family hole until 3.1 was out.”
